I found the subject of telecom is a hot topic with the article Bill
On Telecommunications Introduced. During my years in South America, I found
that many countries were skipping the technology generation of tele-wire to
wireless through most of the country. In Ecuador, "phone stations"
were being closed because individuals were investing directly into a handheld
wireless phones rather than trekking 20KM to the make a call. In Bolivia, wireless
was being subsidized by national to provincial governments because is was significantly
cheaper than running lines though thick, and in some cases protected, rain forest.
I also got a discovered that Mozambique was aided by China with military assistance
during their fight for independence, Chissano
